I think that of the court's conservative justices, [Amy Coney Barrett] is (as the order today [in Department of State v. AIDS Vaccine Advocacy Coalition] suggests and yesterday's decision [in City and County of San Francisco v. EPA]) one of the justices that may be more "gettable" to join the court's liberal justices.
